Why was the UK’s response to COVID-19 so poor?

The UK failed to develop a coherent plan at the outset of the pandemic, and then follow this plan through. It also failed to realise the potential severity of the disease, and the ease with which it was being brought into the country (and indeed already had). The government did not provide clear messaging, and many government figures failed to take personal responsibility for their actions, further damaging the public’s trust in their response. The UK perhaps relied too heavily on private contractors for work that ought to have been government run - such as the test and trace system.
